implements StateRepository

A state repository which stores the feature state in a MongoDB database.

The class provides a builder which can be used to configure the repository:

 StateRepository repository = MongoStateRepository
     .newBuilder(mongoClient, "mydb")
     .collection("togglz")
     .writeConcern(WriteConcern.REPLICA_ACKNOWLEDGED)
     .build();
