    Flags highways (of certain classes) which should have a 'maxheight' or 'maxheight:*' tag but do not have either. This is a port of Osmose check #7130.

    3. Ways passing under bridges
    Target highway classes (configurable):
    MOTORWAY_LINK, TRUNK_LINK, PRIMARY, PRIMARY_LINK, SECONDARY, SECONDARY_LINK
