Flags line items (edges or lines) that are crossing buildings invalidly. LineCrossingBuildingCheck#canCrossBuilding(AtlasItem) and IntersectionUtilities#haveExplicitLocationsForIntersections(Polygon, AtlasItem) is used to decide whether a crossing is valid or not.
