Check if we should mark a certain type as non null.

Parameters:

type - the type

annotations - the applicable annotations

Returns:

true if we should

markAsNonNull

                                    boolean ignorePrimativeCheck)

Check if we should mark a certain type as non null. By default primitives is non null.

Parameters:

type - the type

annotations - the applicable annotations

ignorePrimativeCheck - ignore the primitive rule

true if we should
