Starts a Jetty server serving the static resources below the Sencha workspace root (i.e. the parent directory of the .remote-packages directory).
If the parameters jooProxyTargetUri and jooProxyPathSpec are provided, all requests matching the jooProxyPathSpec are proxied to the jooProxyTargetUri.
